Phoenix Ward elects two Borough Councillors. Andrew Elwood was re-elected at a by-election on 15th September 2011 having lost to Labour by 4 votes in May 2011.

Andrew has lived in Carlton for the past nine years within 5 minutes walk of Phoenix Ward. He was first elected onto the Borough Council for Phoenix Ward in 2007 and narrowly lost his seat by four votes in this May's local election. Outside of politics he works in the Finance Department of a local NHS Trust.
He has a track record of taking up many issues raised by local residents ranging from anti-social behaviour, grafitti, fly tipping, grit bins to parking problems. He has undertaken many petitions and resident surveys to press the Borough and County Councils to make improvements to the Phoenix area. He is fighting hard to regain the seat that was lost in May by the narrowest of margins.
